Do I Need a Code Assessment?
It is anticipated that as of April 2010 all new build home planning
applications must achieve at least Code Level 1. Sources suggest
that this date may be brought forward to April 2009. As of May 2008,
while it’s mandatory to receive a Code certification for all new
build houses, developers have the option to download a “nil rating”
certificate from the BRE website to satisfy this requirement. The
certificate confirms that whilst the building has met minimum
building requirements, it has not been measured against the Code.
However, in preparation for 2010, many local authorities are now
building in specific Code Level requirements to their planning
criteria. In practise, developers may find that in order to satisfy
planning regulations, the finished development must achieve a
certain Code level.
How Much Will It Cost?
Achieving specific Code levels will certainly add to the cost of a
traditional build project. In addition to the assessor’s fee and an
obligatory SAP assessment, there are likely to be increased site
costs and new technologies to be considered. BRE also charge
standard registration and certification fees. We can advise how to
keep these additional costs to a minimum.
However, in the current climate of fast rising fuel bills, it’s
worth bearing in mind that energy efficient housing will become
increasingly desirable. Over the coming years, consumers are likely
to place the long term economy of a property much higher on their
list of priorities than they do today. Therefore, the investment you
make in improving the energy efficiency of the homes you build today
is highly likely to secure a stronger, more profitable response in
the increasingly unstable housing market of the future.
How Much Extra Work Do I Need To Do?
Unfortunately, there will undoubtedly be extra work involved across
all areas of the project. However, by understanding what is involved
right from the start of the process, you can minimise the required
effort. Once you have decided which credits you are going to work
towards, most of the Code requirements hinge on the provision of
evidence which demonstrate that specified products and processes
have been employed. We can advise each member of the team exactly

will avoid the need to retrace your steps when specific data is
required.
